Relentless Support.
From a dollar-a-month shelter in Kensington to Pennsylvania's first human trafficking prosecution to services across Philadelphia and York — partners invest in an organisation with a 25-year track record of doing what it says.
1999
Founded in Kensington
Jerome Kilbane arrives in Philadelphia, sent by Sister Mary Rose McGeady. A drop-in center opens in Kensington; the first shelter — leased for a dollar a month from Pastor Robin at Arch Street Methodist — follows in June 2000.
2001
Safe Haven Opens
Specialized services for youth who have experienced trafficking and exploitation launch — establishing CHPA as a leader in this critical, underserved area years before it became a policy priority.
2005
Founding the Pennsylvania Anti-Trafficking Coalition
CHPA helps found PATC, partnering with Catholic Social Services and Dawn's Place. Sister Mary Rose challenges every Covenant House site to lead on human trafficking — CHPA answers.
2010
Statewide Systems Change
CHPA's advocacy contributes to Pennsylvania's Commission on Human Trafficking and the passage of hotline legislation — translating frontline work into statewide policy impact.
2012
First Prosecution in Pennsylvania
CHPA's work contributes to the first successful criminal prosecution of human trafficking in the Commonwealth of Pennsylvania — a milestone in the fight to protect vulnerable youth.
2016
York: Invited to Expand
York County — recognising CHPA's leadership in human trafficking response — invites CHPA to establish services there. Today York represents our commitment that no young person in Pennsylvania is beyond reach.
2025–26
25th Anniversary & Strategic Growth
CHPA marks 25 years with a new three-year strategic plan, an expanded Youth Advocacy Board, and a deepened commitment to systems change. The Sleep Out comes to Citizens Bank Park. The next chapter begins now.
